Uruguay firmó hoy el Convenio Marco del Consejo de Europeo sobre Inteligencia Artificial y Derechos Humanos, Democracia y Estado de Derecho, el primer tratado internacional jurídicamente vinculante cuyo objetivo es garantizar que el uso de sistemas de IA sea plenamente compatible con los derechos humanos, la democracia y el Estado de derecho.
Uruguay se ha convertido en el primer país latinoamericano en firmar el tratado, sumándose así a otros 16 signatarios que lo han firmado hasta la fecha (once Estados miembros del Consejo de Europa, además de Canadá, Israel, Japón, Estados Unidos y la UE).
El tratado fue firmado en Estrasburgo por Enrique Emilio Loedel Soca, Embajador de Uruguay en Francia, en presencia del Secretario General Adjunto del Consejo de Europa, Bjørn Berge.
El Convenio Marco proporciona un marco jurídico que abarca todo el ciclo de vida de los sistemas de IA. Promueve el progreso y la innovación en IA, a la vez que gestiona los riesgos que puede suponer para los derechos humanos, la democracia y el Estado de derecho. Para resistir el paso del tiempo, es tecnológicamente neutral.
Uruguay today signed the Council of Europe’s Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, the first-ever international legally binding treaty aimed at ensuring that the use of AI systems is fully consistent with human rights, democracy and the rule of law.
Uruguay has become the first Latin American country to sign the treaty, thereby joining another 16 signatories that have signed it to date (eleven Council of Europe member states, as well as Canada, Israel, Japan, the USA, and the EU).
The treaty was signed in Strasbourg by Enrique Emilio Loedel Soca, Ambassador of Uruguay to France, in the presence of the Council of Europe’s Deputy Secretary General, Bjørn Berge.
The Framework Convention provides a legal framework covering the entire lifecycle of AI systems. It promotes AI progress and innovation while managing the risks it may pose to human rights, democracy and the rule of law. To stand the test of time, it is technology-neutral.
